What is the OSCE?

The Supervising Agency of the Government Procurement (OSCE) is the entity responsible for ensuring in compliance with public procurement rules of the Peruvian State. It has jurisdiction over the national level, and oversees the process of procurement of goods, services and works undertaken by state entities.

It is a specialized technical body under the Ministry of Economy and Finance, with legal personality under public law, with technical, functional, administrative, economic and financial. OSCE staff is subject to the labor of private activity.

We are the lead agency for contracting and procurement system of the state that promotes efficient, effective and transparent public administration for the benefit of state and private institutions, society and national development.

We will be the public agency's governing system of the State Procurement, characterized by the high quality of its services, and recognized nationally and internationally as a strategic ally of the public and private stakeholders in the efficient, effective and transparent public procurement, and in the optimization and integration of the technical processes of the State of supply.

Board. - It is the highest organ of the institution. Is composed of three members, appointed for a period of three years by Supreme Resolution.

Executive Chair. - Maximum and executive authority responsible of the CEO, who is Head of the Budget Statement and also exercises the legal representation of it.

Secretary General. - It is the highest administrative body responsible for coordination with bodies and inter-entity with national and international. Is responsible for the office with the Executive Presidency of OSCE and Institutional Image. The General Secretariat is subordinate to the Executive.

Institutional Control Office. - It is the body responsible for driving, plan, implement and evaluate control measures in accordance with the rules of the National Control System and run the following internal control and external government control.

Attorney Office- It is the body judicial representation and defense of the OSCE to the courts in civil, criminal, labor, arbitration and special in acting as plaintiff, complainant or some national civil and before the Public Prosecutor. The Attorney General Office is subordinate to the Executive.

Government Procurement Tribunal.- It is the body responsible for resolving the ultimate administrative disputes that arise between the entities, participants and bidders during the selection process and apply the sanctions of temporary or permanent banproviders, participants, bidders, contractors, agencies and independent experts as appropriate for each case, for breach of the provisions of the Act, its regulations and other complementary legislation.

Registry of the Tribunal. - The Secretariat provides technical support, legal and administrative support to the Tribunal for the performance of their duties. It is headed by a Secretary who reports directly to the President of the Tribunal.

Legal Office.- It is the body responsible for providing legal advice to senior management and other organs and functional units of the OSCE, in legal matters. It is subordinate to the General Secretariat.

Office of Planning, Budget and Cooperation.- It is the body responsible for drafting and evaluating the implementation of institutional plans and the budget process of the OSCE, as well as the activities of national and international technical cooperation. It is subordinate to the General Secretariat.

Administration and Finance Office.- It is the body responsible for operating support and operation of administrative systems of the OSCE. Is responsible for budget execution, financial, accounting and assets, as well as providing the OSCE's human and material resources according to the needs and standards. Is subordinate to the General Secretariat.

Systems Office .- It is the body responsible for planning, organizing, supervising and evaluating the use and rational application of existing information technology, media and communications, and optimization of administrative processes and improving the institutional management of OSCE . It is subordinate to the General Secretariat.

Administrative Arbitration Direction.- It is the body responsible for activities relating to the conciliation and arbitration administration of state contracts. It is subordinate to the Executive.

SEACE Direction.- It is the body responsible for managing and developing the operations carried out under the Electronic Government Procurement - SEACE, and to administer the National Register of Providers and the Catalogue of Goods, Services and Works. It is subordinate to the Executive.
Technical Regulations Direction.- It is the body responsible for drafting documentation related to aspects of enforcement of contracts and provide legal technical advice on procurement. It is subordinate to the Executive.
Institutional Services Direction.- It is the body responsible for providing guidance to users on the various services provided by the OSCE, to develop activities concerning the dissemination and training on public procurement, as well as managing the decentralized offices, storage and Submit documentary. It is subordinate to the Executive.
Supervisory, Control and Research. - It is the body responsible for monitoring and control, selectively and / or random recruitment processes are conducted under the state procurement legislation and the subsequent inspection of proceedings before the OSCE. Conducts studies of economic and social, related to state contracts, in order to propose strategies to promote efficient and transparent use of public resources and reduce costs. It is subordinate to the Executive.
